Session 1: Digital Procurement & GFR Framework

•                       Inaugural Session

•                       Lighting of the lamp, welcome address, and keynote on e-Governance initiatives.

•                       GeM Portal Mastery & Procurement Frameworks

                        Overview of GFR 2017 Rules (Rule 149 & 144), Public Procurement Orders, and setting up Primary/Secondary user hierarchies on GeM.

Session 2: GeM Buying Workflows

 

  • Catalog search, technical parameter comparison, Direct Purchase, L1 Buying, and Proprietary Article Certificate (PAC) purchasing.

Session 3: GeM Bidding & Reverse Auction (RA)

 

  • Custom bid creation, drafting Additional Terms & Conditions (ATC), Reverse Auction dynamics, and MSE / Make-in-India purchase preferences.

Session 4: Order Execution & CRAC Protocols

 

  • Purchase order processing, product inspection, SLA timelines, and mandatory Consignee Receipt and Acceptance Certificate (CRAC) generation.

 

 

Day 3: Thursday, 06th August 2026

 

e-Tendering, GST Compliance & Contract Management

 

Session 5: e-Tendering & CPPP Integration

 

  • Central Public Procurement Portal (CPPP) workflows, 2-bid system (Technical + Financial), Digital Signatures (DSC) encryption, and e-PBG management.

Session 6: GST Regulations & GST TDS (Section 51)

 

  • CGST, SGST, and IGST applicability, HSN/SAC classification, mandatory GST TDS deductions, deposit timelines, and GSTR-7 filing for Govt/PSUs.

Session 7: Contract Management & Dispute Resolution

 

  • Liquidated Damages (LD), price variation clauses, contract extensions, and GeM Incident Management (vendor debarment and blacklisting).

Session 8: Open Forum, Assessment & Valedictory

 

  • Practical case studies, operational bottleneck Q&A, participant feedback, and Certificate Distribution.
